Do countries with denser social graphs have better outcomes?

So, this article (1) has an interesting quote: “Our ultimate goal is not just more babies but more families formed.”

Ok, that would tend to suggest stronger nuclear families, which would tend to suggest a stronger aggregate social graph. Is that measurably good? Can adtech companies measure this objectively?
